Entry of foreign nationals vaccinated or recovered abroad

Foreign citizens who have been vaccinated against Corona or have recovered will be able to enter Israel through Ben Gurion Airport under the following conditions:
- If they have not been in a red country for 14 days before entering Israel.
- If they have been vaccinated with a vaccine approved by the World Health Organization (WHO) or if their recovery is in accordance with the procedure required in Israel, as detailed below.
The known vaccines in Israel are from Pfizer, Moderna, Johnson & Johnson, AstraZeneca, Sinobak, and Sinopharm.
The Sputnik vaccine is also known in Israel, but there are reservations about it that will be detailed below.
Those who do not meet these conditions will not be able to enter Israel unless they apply to the Exceptions Committee and receive a special entry permit to Israel through it.

Who are the vaccinated and recovering people that Israel recognizes?
1. Who immunized Pfizer’s vaccine, modernity, Astrhznikh, Sinobak, or Sinofarm:
- Received two vaccines and passed at least 14 days from the second vaccine on the entry into Israel (but no more than 180 days on departure from Israel).
- They received a booster dose and passed 14 days or more of the vaccine on the day of entering Israel.
2. Those vaccinated with Jensen’s vaccine:
- Received one vaccine and passed at least 14 days of vaccination on the day of entry into Israel (but no more than 180 days on departure from Israel).
- Received a booster dose and passed at least 14 days or more of the vaccine on the day of entry into Israel.
3. Certificate Holders digital recovery Digital verifiable by the Ministry of Health based on a positive test result NAAT (molecular probe similar to PCR);
- Those who have passed 11 days or more from the test on entry into Israel (but not more than 190 days on departure from Israel).
- Those who received, in addition to their recovery, at least one dose of the vaccines approved by the WHO (no order of events).

4. Immunized in Sputnik, as of November 15, 21, who underwent a serological examination in Israel and received a positive result :
- Received two vaccines and passed 14 days or more from the second vaccine on the day of entry into Israel (but not more than 180 days when they left Israel).
- They received a booster dose and passed 14 days or more of the vaccine on the day of entering Israel.
Please note: Those vaccinated with Sputnik will remain isolated until a positive test result is obtained.
5. Those who have received one or more vaccines recognized by the World Health Organization (WHO) have also recovered and have a verifiable digital recovery certificate based on a positive NAAT test result. Less than half a year has passed since their recovery.
The process of entering Israel
Foreign citizens who want to enter Israel will go through several steps along the way:
A PCR test must be performed 72 hours before the flight to Israel.
2. An entry declaration form for Israel must be filled out :
- Holders of a verifiable digital certificate – will scan or upload their vaccination or recovery certificate to the entry declaration form for Israel and receive a green card before boarding the plane.
- Those who do not have a verifiable digital certificate – will declare the vaccines they received on the entry declaration form to Israel and will also fill out an overseas vaccination report form, to which they will attach the relevant documents and receive a green mark before boarding the plane.
3. When boarding the plane, the following documents must be presented :
- Documentation of a negative result in a PCR test that you did up to 72 hours before the flight to Israel.
- Confirmation of filling out an entry declaration form for Israel.
- One of the following documents: a vaccination certificate attesting to the performance of vaccinations in accordance with the procedure required in Israel, a digital recovery certificate, or an exceptional entry permit from the Ministry of the Interior (outline of exceptions, groups).
4. Execution of sample examinations of documents and compliance with the conditions by the Population and Immigration Authority at Ben Gurion Airport.
5. A PCR test should be performed after landing at Ben Gurion Airport and enter isolation until a negative result is obtained or for 24 hours, whichever is earlier.
Sputnik vaccines – a serological test should be performed at Ben Gurion Airport and enter isolation until a positive result is obtained (and subject to a negative result in the PCR test you did after landing).
Suppose the result of the serological test is positive. In that case, you can get a green mark for a month and stay in short isolation (until you get a negative result in the PCR test you did at the entrance to Israel or until 24 – whichever is earlier).
Suppose the result of the serological test is negative. In that case, you can stay in Israel after entering complete isolation (ie, for 14 days with the option of shortening the isolation to 7 days) or return to the country of origin during the isolation.
Foreign citizens who do not meet these conditions will not be able to enter Israel and will be returned to their country of origin.
Please note: Those who present a forged document or are found to have verified blues and refuse to refer to a motel or break insulation – will not be able to enter Israel for 5 years.
Those who have not verified patients and violate isolation – will not be able to enter Israel for 3 years.
